thatは、あってもなくてもいいみたいな雰囲気があります。
しかし、thatの基本イメージは、「導く」です。

I hope that he is in the room.
（彼が部屋にいることを祈ってるよ。）

ここのthatは、
「私は望んでいる→彼が部屋にいること」
の、→の部分を表しています。

また、接続詞のthatで、話した文の長さが変わる事があります。
下記の文の違いがわかりますか？

１．She said she had been sick for three days,
but that she was getting better.

２．She said she had been sick for three days,
but she was getting better.

thatがあるかないかだけですね。
しかし、違いは大きいです。
